There are techniques for estimating the cost of choosing the "wrong" project alternative. Deterministic techniques, such as sensitivity analysis or breakeven analysis, are easily done without requiring additional resources or information. They produce a single-point estimate of how uncertain input data affect the analysis outcome. Probabilistic techniques, on the other hand, quantify risk exposure by deriving probabilities of achieving different values of economic worth from probability distributions for input values that are uncertain. However, they have greater informational and technical requirements than do deterministic techniques. Whether one or the other technique is chosen depends on factors such as the size of the project, its importance, and the resources available. Since sensitivity analysis and break-even analysis are two approaches that are simple to perform, they should be part of every LCCA.

On August 11, 2021 Treasury hosted a technical assistance webinar on evidence and evaluation, including topics such as how to define evidence, how to identify evidence-based interventions, how to effectively implement such interventions, how to use evaluations to generate new evidence, and resources that are available to assist jurisdictions in performing evaluations.
The interaction of resource-specific data (e.g., land cover, demographics, and ecological resources), service data, and information about the Action Alternatives drives the Affected Environment and Environmental Consequences analyses of resources evaluated in Chapter 7. As described in Chapter 2, Readers' Guide, the FRA analyzed readily available secondary source data (e.g., geographic information system [GIS]-based, published reports, technical analyses), and did not conduct fieldwork or subsurface testing of any kind as part of this Tier 1 Draft EIS. The FRA reviewed the data carefully to ensure a uniform level of detail since the data were collected from a variety of sources. For the Tier 1 Draft EIS resources assessed in Chapter 7, the FRA collected data for each resource in 2012 for the latest year in which a complete year of data was available, depending on the resource and availability of data. For a list of data sources used for each resource, refer to Appendix E for the individual resource methodologies.
